Sheriff Floyd Bonner cuestiona a Mayor Lee Harris sobre el manejo del Centro Correccional del Condado de Shelby

(LPL) – La Oficina del Sheriff del Condado de Shelby (SCSO) difundió una carta abierta enviada por el Sheriff Floyd Bonner Jr. al alcalde del condado, Lee Harris, este jueves 4 de diciembre. En ella, Bonner plantea varias preocupaciones sobre el estado y la administración del Centro Correccional del Condado de Shelby (SCDC), ubicado en Shelby Farms Park y operado por el gobierno del condado.

El alcalde Harris supervisa tanto el SCDC como el Centro de Justicia y Educación Juvenil (YJEC). En contraste, la SCSO administra el Centro de Justicia Criminal del condado (201 Poplar) y la cárcel femenina en Jail East. Hasta el 1 de octubre de 2025, la SCSO también operaba el YJEC, antes de que pasara a manos del condado.

“Una vez más, alcalde Harris, su falta de comunicación y compromiso con esta Oficina ha llevado a difundir información errónea a la comunidad”, comienza la carta. Bonner señala que, como sheriff, está legalmente obligado a operar la cárcel, y critica que el alcalde esté prestando atención a los problemas del sistema penitenciario “después de ignorarlos por casi 7 años y medio”.

Aunque Bonner no detalla cuál sería la “información errónea” atribuida al alcalde, Harris emitió el 1 de diciembre un comunicado sobre los avances registrados en el SCDC desde que el condado asumió el control del YJEC.

La carta también hace referencia a disputas presupuestarias. Bonner asegura que, pese a que el despacho del alcalde le prometió que se cubrirían las necesidades económicas tras ajustes al presupuesto de la SCSO, tema que actualmente está bajo litigio, dichos recursos no han llegado.

Otro de los señalamientos del sheriff es la presunta intención del alcalde de considerar la privatización del SCDC, lo cual calificó como “una de las propuestas más irresponsables”. Bonner subraya que esa decisión no corresponde al alcalde y que, en su opinión, sería perjudicial.

El sheriff también responsabiliza al gobierno del condado por la atención médica en todos los centros de detención, incluidos aquellos que administra la SCSO. En su carta, cuestiona si el proveedor de servicios médicos contratado por la oficina del alcalde está contando con personal suficiente y si el aumento reciente de muertes podría estar relacionado con la carga adicional generada por arrestos del Memphis Safe Task Force.

La SCSO confirmó el 3 de diciembre que 12 personas han muerto este año en los centros de detención bajo su administración. Bonner, por su parte, asegura que al menos cuatro personas han fallecido en el SCDC en 2025: una víctima de apuñalamiento, una por suicidio y dos que murieron en el hospital debido a condiciones médicas

Sheriff Floyd Bonner Questions Mayor Lee Harris Over Management of Shelby County Correctional Center

(LPL) – The Shelby County Sheriff’s Office (SCSO) released an open letter from Sheriff Floyd Bonner Jr. to Shelby County Mayor Lee Harris on Thursday, Dec. 4. In the letter, Bonner raises several concerns about the condition and administration of the Shelby County Division of Corrections’ Correction Center (SCDC), located in Shelby Farms Park and operated by the county government.

Mayor Harris oversees both the SCDC and the Youth Justice and Education Center (YJEC). In contrast, SCSO manages the Shelby County Criminal Justice Center (201 Poplar) and the Jail East Women’s Facility. Until Oct. 1, 2025, SCSO also operated the YJEC before it was transferred to county management.

“Once again, Mayor Harris, your lack of communication and engagement with this Office has led to the spread of misinformation in the community,” the letter begins. Bonner states that, as sheriff, he is legally required to operate the jail and criticizes the mayor for “suddenly paying attention” to jail issues “after ignoring them for nearly 7 and a half years.”

While Bonner does not specify what “misinformation” the mayor allegedly shared, Harris released a statement on Dec. 1 outlining progress made at the SCDC since the county took over operations of the YJEC.

The letter also highlights ongoing budget disputes. Bonner claims that despite assurances from the mayor’s office that financial needs would be met after adjustments to the SCSO budget — a matter currently in litigation — the promised resources have not materialized.

Another point of criticism is the mayor’s alleged consideration of privatizing the SCDC, which Bonner calls “one of the most reckless proposals.” He emphasizes that such a decision is not the mayor’s to make and argues it would be harmful.

Bonner also holds the county responsible for medical care in all detention facilities, including those overseen by SCSO. In the letter, he questions whether the medical provider selected by the mayor’s office is adequately staffed and whether the recent rise in deaths could be linked to increased strain caused by Memphis Safe Task Force arrests.

SCSO confirmed on Dec. 3 that 12 people have died this year in the detention centers it manages. Bonner states that at least four people have died at the SCDC in 2025: one from a stabbing, one by suicide, and two who died in the hospital due to medical conditions.
